Is it legal for someone to drive a lawn mower on the road?

I was coming over some rail road tracks today and when I got over them there was a man riding his lawn mower in the road (with his kid on it). Now I'm not mad really or anything cause I live in the country and understand it more than most people do, but my goodness, have some sense. Especially having your kid on there?

I live in Kentucky if that's helps anyone with answering.

Another one quick question, if I had hit him, would it be his or my fault? Or would it have been a double or no fault situation. I'm not going to go to the police or anything, it's not that big a deal, just curious.

In the rural areas of Kentucky It's legal to drive farm machinery on public roads (no interstates) this includes lawn mowers provided they follow the rules of the road and have an Orange Triangle reflector on the rear of the vehicle or Flashing/Rotating Yellow Caution light.

Riders other than the driver/operator are prohibited unless the vehicle has appropriate seating...

There's a linkage sound or chain rattling sound on my riding lawn mower. What is this?

Just got this riding lawn mower and not even a month of having this, there is a sound we hear that most resembles a loose chain or rattling sound at "slower speeds". Backwards forwards, same thing. It runs fine but this sound has just started doing this. Would you know what this is?

Sounds like the transaxle for sure..... any warranty? what about a 30 day or 90 day return deal? take it back.
